Che cos’è il CBAM – Carbon Border Adjustment Mechanism?

Il CBAM è un regolamento dell’UE che impone un prezzo alle emissioni di carbonio dei prodotti importati da paesi extra-UE. Riguarda settori ad alta intensità emissiva (cemento, acciaio, fertilizzanti, ecc.). Le aziende devono presentare report sulle emissioni incorporate nei beni importati.

Come funziona la fase transitoria del CBAM?

Dal 1° ottobre 2023 al 31 dicembre 2025, il regolamento CBAM prevede obblighi di reportistica trimestrale, ma non prevede ancora il pagamento del “prezzo del carbonio”. Serve ad abituare le aziende al meccanismo.

Che cos’è EUDR – EU Deforestation Regulation?

Il regolamento EUDR vieta l’ingresso nel mercato UE di prodotti legati alla deforestazione illegale o non sostenibile. Include legno, soia, caffè, cacao, olio di palma e gomma. Le aziende devono fornire prove di tracciabilità e due diligence.

Chi è soggetto alla EUDR?

Tutte le aziende (PMI incluse) che immettono sul mercato UE prodotti coperti dalla norma. Anche gli importatori sono obbligati a verificare che la produzione non abbia causato deforestazione dopo il 2020.

Quali sono le sanzioni previste da CBAM e EUDR?

- Per il CBAM, la mancata conformità può comportare sanzioni pecuniarie e il blocco delle importazioni.
- Per la EUDR, sono previste sanzioni amministrative, blocchi doganali e la rimozione dal mercato UE.
